A distant view of Devon capital city, also named Devon, and also known as "The Waterfall City" or "The Tower City".
The city is built over a plateau, surrounded by an humid plain. In the dry season, the plain is slippery and wet as a swamp, and when the rain comes, it changes to a river. The main access for the city is thru tree gates with bridges.
Five small rivers cross the city and fall of the plateau in the south side. Also sewers and rain drenage tanks are throwed away in the waterfall, making it unpleasant for a bath or swimming.
The city and the Devon Empire are rulled by a Havoc Counsel. The Havocs are a ancient warriors brotherhood that took the power after the last emperor died without direct descendants.
