They would have to change too many things to redesign Space Marines. If you try to make them practical, they'll end up looking more like Imperial Guard equipement straped to repainted Tau exosuit.

I just tried to say that Tau is almost the only race that is quite practical and probably the only one that is really progressing in developement. The fact that they're one of the newest W40K races helps that a lot.
Tau are using Exosuits instead of Power Armors because Exo replaces wearers strength with its own instead of augmenting it. Anyone except Ork Nob or a Space Marine will benefit more from Exosuit(if Power Armor and Exosuit have same technological and power levels and sizes).
As on a matter of power - orcbruto's Power Armors have much more "serious" layer of artifical muscle than GW versions:)
